An overview of public health and health care in the United States as an introduction to the study and analysis of health policy. Presents the governmental framework, institutions, financing streams, workforce, constituencies, and interest groups engaged in the health sector to ensure that students begin their policy analytic training with grounding in the political, economic, and social realities of public health and health care.
Upon completion of the course, students will be able to: • Understand the public health system at a high level, including understanding the respective roles of various levels of government. • Understand the health care delivery system at a high level, including understanding public and private financing mechanisms, institutions, and professional workforce issues. • Understand the fundamentals of the policymaking process in the United States with an emphasis on health related policymaking and recent reforms. • Use knowledge about the public health and health care systems to identify policies and issue areas relating to serving vulnerable populations. • Understand the basics of health economics in the context of policymaking and evaluating performance in the health sector. • Understand the basic legal framework for policies relating to public health, emergency preparedness, and the rights and responsibilities of individuals using and providing health care
